So are you able to do clean-ups on property or something of that nature? I know that people leave blown out tires on steel rims as much as they leave behind TV's- reason is the same. They know the disposal cost of the rest of the item after you take the metal is more than the metal $ they will get in return.
If you procure say 30 steel rims with tires on it- cut off the tires and turn in the rims.. you'll have 30 tires at say $90 bucks of disposal.. where you may get $50 off the steel on a good day. Unless you have a place to legally dispose of the tire for free. I'd say just leave them where they are. Since you don't have say vehicles you pull into scrap.. these are hard as heck to rid yourself of without more outlay of cash than it is worth.
