It'll change soon. The days of "double dipping" are coming to an end. They pretty well already have for scrappers. People used to charge to have vehicles removed, and then got paid for the car. Not anymore up here. Its the Same with tires. Right now you have to pay to have them removed, and whoever is recycling them is making a profit off them, cause we all know they scrap the steel coards and sell the rubber. One use they have up here is they use all the munched up tires to make playground bases instead of using asphalt. Its actually really cool and really strange to walk on lol
