I have almost secured a deal for this older International truck, DT 466 diesel engine, 18 ft hydraulic dumping deck Hiab 550 crane rated for 7,000 lbs lift.

The way you handle business, I see no problems in you getting this truck, and good idea on offering another $500 to sweeten the pot.
However, I am curious. You said, this guy is thousands of miles from you. How do you plan to get it from him to you?
EDIT: Is there another axle by chance, at the end of the bed, that we cannot see? If not, what do you plan to do about that?
