First can you verify that the title is real? Secondly if you do purchase and your yard wants/needs more documentation will you be stuck with it? I often use the free service from Carfax where you enter the Vin of the vehicle which in turn gives me the engine size and a few other good pieces of info, if you choose to use the paid option I believe you get a whole list of owners right up to the current one. Possibly any lien holders as well.

As far as the Canadian Dept of Motor Vehicles goes you'll not have the report to them, they do not follow any vehicles to end of life.
