I believe your questions are answered here, they still have certain things you have to follow, and just throwing them in a landfill isn't one of them.
1:CRT containers are clearly labeled regarding contents;
2:CRTs are safely transported in containers designed to minimize releases;
3:CRTs are stored in a building or container designed to minimize releases; and
CRTs are stored on site less than one year before recycling them.
I believe this means that nothing is to touch the ground, not even the powder. And I know Indiana passed a law that basically has outlawed
all electronics from the landfills with no alternatives.
