I think it was intentional. There's this whole thing with developing AI's (artificial intelligences) that do the tasks that a personal assistant (secretary) would do. Microsoft did a ton of market research to come up with something that people felt comfortable with and could relate to. The crew from Halo was part of the team tasked with giving the Cortana AI a personality.
It ties in with what Matador was saying about privacy settings being atrocious. A lot of personal information has to be sent back to the AI so that it can learn your patterns and do a better job of serving your own particular needs. It's a work in progress, but with enough information it's likely to know what you'll be doing months and maybe even years in advance just like your own secretary would.
