I'd look at the current buyers, and see what they are offering. Especially for the "local" buyers. You may be able to get a large regional following. I'm in Wyoming, so lower prices may be more competitive for a scrapper in Utah than shipping them to Pennsylvania would be.
If you're looking to get the wheels rolling, you may want to only work with small quantities at first. The best thing is to be upfront. I'd be fine sending you E-Waste if you needed 2 weeks to process it. I just like to know ahead of time.
If you're not testing stuff, you're lead times will be shorter, though.

Of course - it'll all be e-waste with a couple of other items added. I was going to offer in the ten to thirty cent range per pound to start because I'll be starting fresh(like with nothing) and then bump it up as profit goes up(so say I purchase 10lbs of misc scrap at ten cents a pound and processed I get back $15-20, I'd raise my buy price on misc scrap value to thirty or fourty cents a pound instead of leaving it at ten cents a pound). Sourcing locally is another matter I'll be testing out. I just didn't want to post my prices then find that I'd been removed for being too cheap.
