If you're buying whole machines, it'll have to be regional. There's no way I'd ship a Pentium III desktop for $0.10 per pound. I'd be writing you a check to take it.
I'd focus locally, and offer competitive prices on the parts that you're looking for (If you're looking for something specific). If you're looking in general, you'll want to be competitive, or focus locally.
