It is hard to comment without waxing political, but... If you want to discourage behavior, make it more expensive. our economic health requires cheap energy, the cheaper the energy, the healthier our economy. Fortunately, we were presented with a very clear energy policy and we were told absolutely plainly what the plan was going to be. We were fortunate an educated electorate weighed the plans of the candidates and chose the plan where energy prices would necessarily skyrocket. Hopefully the plan hasn't reached the end as I am hoping for even more skyrocketing prices. "The plan" has worked fabulously to discourage economi activity. We can only hope for a very cold winter as last winter we were only one electrical plant away from the east coast being blacked out.... and we have closed more coal plants. I am sure "the plan" has replaced the power supplied by the coal plants with solar and wind energy. The northeast is lucky it is coldest at night when the energy harvest from solar is at its' highest.
The really nice thing is everyone here has had experience using garbage others throw out. We are already living by our wits and making ends meet any way we can.
