    They're really not a manufacturer, they are a distributor, big difference. I really see no reason not hiring those who are here legally, i.e. W/ work visas and exchange students.
    A distributor doesn't manufacture or produce anything, they merely package and distribute. Blending and packaging should not give them rights to claim the products they neither make or produce in USA to be labeled as "Made in USA"
