    Sure fuses and circuit breakers are safety valves installed before the load to protect against short circuited ie you standing in a pool of water with wet feet from becoming electrocuted. The testing device is a primary measure of safety. The heater coil wired into the circuit assures your safety by taking up stray amperage.
