    You would have to pay for a license or give it to someone that has a license. I think if you implemented a permit requirement you would see more and more metal available for those that have permits. It's a common theme. Where a local area requires HVAC certification of proper removal of freon to take things like a fridge, there are more fridges available. If you are unable to scrap something, most people just pass it by.
