Here in Texas its almost the same laws, Cali and Texas have some of the most tight laws around. Being an scrap yard owner my self, We have to take photos/video of the seller and the materials along with copying the ID/ Driver license and the delivery vehicle. We can never stop thief's doing what they do, I get sheets of new laws all the time, what i believe law officers should be doing more around here is go to the scrap yards every other day and go thru receipts(even tho we send them to the station)match the materials to what was stolen then go after the seller. I have no problem with the police having lunch and hanging out here at the shop with us. I tell them all the time to bring your friends and we will chill. I know two scrap buyers in my location that are not registered with the state and buy copper, alum all the time. One of them was caught with over 140 AC Units, for a scrap yard to buy them the seller must be HVAC certified, have a receipt of where they bought it or have a document from the HVAC tech that it was replaced. They didn't have anything, but they are still in business. Tell me how that works? You bought over 140 AC Units illegally here is a fine and a slap to the wrest have a nice day. Would love to rant more but ill keep it around that :)

Do you think it's right that they take two more weeks of your hard earned money? You already work for four or five months every year just to pay your income tax (assuming you are reporting your income). The more they get their fingers in your profession the harder it will be to get them out and it will get easier for them to apply more pressure. Where does it stop?

I do understand what you guys are saying. No one wants to pay money, they would rather have it in their pocket. I have a bit of a more liberal view. It costs money to do business. My discipline is in HVAC which is highly regulated and it costs money to stay up to code. I worked at a Casino and I had to pay 250.00 a year for a gaming license. I am currently part of a union and they take 49.00 a month in union dues. In many different fields there is a reoccurring cost to stay in that field.

I do NOT think this would curb any kind of theft. Rather than these pieces of garbage selling their materials to a yard, they would just find someone that would be willing to buy the material at a discount. It just wouldn't kill me to pay a few hundred dollars, and like it or not, most of the people here would do the same.

That's the society we live in and the way our Country is set up. You don't have to like it. I'm sure you don't have a problem paying for a driver's license. I'd prefer they were free, but I'm not going to buy a bicycle over a few dollars. Just like you don't HAVE to get a driver's license, you wouldn't HAVE to buy a license to sell scrap. It's a choice.

Our yard, in Superior, WI., only pays for loads greater than 500 lbs. It seems to help a bit with the thieves around here. But penalizing everyone for what a few people do is just stupid. When will the government realize that people will find a way to fix problems independently. Livelyhood is at stake, so they need to, and will do a better job than someone not involved in the trade.

You would have to pay for a license or give it to someone that has a license. I think if you implemented a permit requirement you would see more and more metal available for those that have permits. It's a common theme. Where a local area requires HVAC certification of proper removal of freon to take things like a fridge, there are more fridges available. If you are unable to scrap something, most people just pass it by.

I dont believe anyone should have to pay to participate in commerce
