    Wow, stereotype much? once a cord cutter took the cord off a projection tv, I had no way to know if it still worked even though it said it did (see link below). Some folks are ONLY after the copper, they don't want to break down a vacuum and deal with all the garbage left over. I see people all the time at my work who bring in copper stripped from cords and guess what, they are NOT homeless! to them its worth it, to you maybe not. I have also seen folks DRIVING VEHICLES stop in front of me to cut a cord. And btw anyone, homeless or not has the right to scrap in whatever manner they please. Just because I get upset if I find something missing a cord and do not know how to fix that doesn't mean I am going to tell the next cord cutter I see to knock it off.
