Just another way for "big Brother" to hold us down........To me if it's on the curb it's fair game.......If the city wants to recycle they should schedule appointments just like everyone else and not be entitled to metal on the curb..........There are of course two sides to the coin but trust this the cities get plenty of other recyclables such as paper, glass, and plastic and in mass quanity they make good money on these items........I don't have a problem with the cities recycling but fining and impounding vehicles is just hurting an already slow economy..........I am a consumer as well as a scrapper and the money I spend in the community stimulates the economy and makes the world go round............CYA
