Even in NH when I sell my scrap metal I need to sign paperwork stating that all mercury have been removed. If I don't fill it out, they will not haul it away.

They are probably getting a credit for computers. My work pays $0.17/lbs for crts, $0.00 for printers/etc, but getting a $0.10/lbs credit for computers.
If clean I send them to Ewasted when I ship out a few pallets (not sure on current price). If they are a pain to clean then I send them to my scrap yard and get 5 cents per pound.

Regular alkaline batteries are a pain. They are actually a net negative in recycling terms. Meaning that it is actually worse for the environment to recycle them then it is to just throw them away.
