My answer is in TN there is much less government intrusion into your life. For those who don't know the power companies are highly regulated with state commissions who determine electric rates. If the power company does things that appear to be helpful for the environment then its easier to get the cooperation of those commissioners.

And the commissioners get reappointed or whatever helps them keep their jobs. This is similar to the states that pay for Al cans far above the actual value of the Al contained in them.

I'm not saying don't take advantage of these tax payer supported programs just be aware of what they are.

My friends wife who is from Illinois moved with him to Tn and can not understand how they don't have income tax and the roads etc are in better repair in Tn.

You may be partially right...I have heard that the electric company in Shelby Co, IN will offer customers a credit on their electric bill when they turn in an older fridge or freezer...Not sure of the dollar amount, but you're probably close...My sister turned a freezer in awhile back...Obviously, you can't turn in a truckload of 'em and you would have to be a customer...

There are programs in Massachusetts like that. Go to Masssaves.com. currently 2 fridges a year per residential account if your supplier is participating. Must be working and it is $50. They are also having a dehumidifier program. 1 day, 2 per residential account, $30 gift card per dehumifier. Must be working.

It is NOT because of the freon. Utility companies get money to make thier systems more efficient. Sometimes, they determine that it is more cost effective to remove inefficient appliance than to upgrade the system.
