Personally I would not touch it. Im sure the power company for a long tome has been dealing with metal theft. You could try calling them and asking, but I bet the answer will be a no. But no, no railroad, no power company, no water district. There will be other scrap for you to get, there is always other scrap to get. When in doubt, leave it out.
