Lots of small to medium businesses selling surplus "once fired" military brass. Certified police range brass is another popular item for these guys. Must be a pretty big market because there are a lot of them doing it. As to scrap value, I just wait until I can't reload em anymore and then throw them into the scrap pile. So yes, it is more valuable for reloading than as as scrap (at least to me).
