Partially correct.

They are more likely from a trailer or other shipping mechanism. Look a little too heavy duty to be from a standard boat.



They are called cleats, or tie down points, newer styles are mainly the D ring style. The hideaway style is really nice, keeps many toes from being smashed from a flat bed trailer.

If there is a gripping surface on the underside when they flip out, they are hideaway steps for trailers or other thigns where a standard step would be an annoyance.
