I would assume they test them when they receive them? For the value of what's there if they DON'T work, I'd let them sort them out. I know it's not "right", but I think they are better set up for it. Plus, you'd have to buy a few known "good" batteries. There still is a little value to them if they don't work, and for the price they pay, I'd wouldn't feel so bad giving them free ones.
