Yes, you can cancel a label. I think it takes about a month for the post office to process and give the refund. They may even do it automatically if you don't use the label in the month.
With USPS there is No auto refund for not using the label
You have to VOID the label for a refund
Reason it takes a month for the refund is to be sure you have not used the label

Once you VOID the label, it takes about a month to get the refund because USPS wants to be sure you don't use the label
NOW with UPS and FedEx >> They don't charge until the label is used >> so there would be nothing to Cancel / VOID
