    Can somebody explain?

    What does the phrase "Just saying" mean or imply? This may seem trivial but I'm seeing it used more lately. I've studied the contexts in which it's used and it seems to mean either:

    1. "That's my opinion. If you disagree, don't say so. No further discussion on the subject is wanted."

    or



    2. "I don't really know what I'm talking about but want to say something anyway." In this case followup, contradictory responses would seem to be welcome.

    When someone writes "just saying", I never really know how to take it. Is it just me or are others wondering the same thing?
    People may laugh at me, but that's ok. I laugh all the way to the bank.
