Strangest thing anyone has ever said to you?

I was in a bar and this guy walks up and says, "I am so jubilant to meet you, what kind of sports do you like and do you play a musical instrument ?"

Was he foreign? It's like something a person would say that only understands English from books. BTW- I'm going to start saying "I am so jubilant to ...." at work now just to f with people.
