It all comes down to government taxation.
Over in Philadelphia ( 4.5 hour drive from my house ) they have a $0.03 tax, per ounce, on all "sugary drinks" - which resulted in a huge tax revenue for the city. From what I hear other areas want to implement the tax to take more money from their residence ... err I mean 'encourage healthy diet choices' !
