The smart criminal

The smart criminal is the one that is never caught. He steals what he needs from people and at the same time passes as their benefactor. He is smart because he explores people’s vulnerabilities.
Instead of taking cash from your pocket or bank account, he makes you incur in a large debt, without you even noticing, but he is the one that controls how to spend this money. The victim does not have a say and, in general, is not aware of what is happening.

This criminal then uses this money to provide benefits to some people and advertises this in the media, so he looks like a benefactor. These benefits make the recipients totally dependent of the criminal and improves his standings in the society.

The smart criminal is generous and knows that to keep his standing in the criminal world, he has to share part of his earnings with other criminals, including the ones from other similar criminal organizations. The price is total control!

The smart criminal is amoral, meaning that he has no concern about his behavior being morally wrong or right. He lies without embarrassment. He negates his criminal acts with such vehemence that people believe in him.

He surrounds himself with other criminals, as long as they have the same amoral behavior and have skeletons in their past.

He promotes illegal activities by justifying them based on social justice, health issues or any other reason, so people see him as a benefactor of the underprivileged.
His weakness is the thirst for power, he wants to be supreme. He knows that his scheme cannot last forever, so he needs to build a support base by appointing subservient law enforcement officials and justices. He needs to make people defenseless and creates social tensions, by steering neighbors against neighbors, so he can continue with his devilish plans without challenges.

When someone raises against what is being done by the criminal, he explores people’s soft spots and accuses them of some weird behavior, so the attention is deviated from the debt and the destruction of the society.

Now imagine when this master criminal takes over the government of the richest country of the world. He can incur in a debt of 20 trillion dollars in our name, he can destroy family values and the education system, he creates millions of useless government jobs (direct and through nonprofits), he foments illegal immigration exploring your good heart, he appoints incompetent and subservient people to key positions mainly in the law enforcement and justice fields, he destroys the health system and gives subsidies to millions of people with the money he borrowed in your name.

He surrounds himself with other criminals. Preferably the ones that have skeletons in their past. They became puppets in his hands. Any slip and the skeletons will surface. Not even James Moriarty, Sherlock Holmes nemesis, and his thugs, are so smart as the criminals we have in our government and are about to take total control over the country, with the blessing of a large part of our society, that is being robbed on a daily basis, but is too naïve to notice.

... But, other than that, they are stand up people....

The only thing I would change is the singular (he, her), to "they".
