Because that's Big Business covering there A$$ with a little profiteering added for insurance.

Gas is hovering at $1.00/L here in Ontario. I think we have about the same taxes as BC, it's on a pie chart at the pumps but I try not to look at it, it's just the oil companies trying to blame the gov't.
