In all honestly, I dont know what his setup is. We have only talked for roughly 2 days. All I know, is that he is willing to work with me, answer any questions, etc. He used to do this full time, but now he is some systems engineer, and travels a lot (whether local or abroad, I dont know).
So far, he hasnt given any reason to doubt that he is on the up and up. But as with anything, you have to be cautious and do due dilligence.

Buyer beware with part time home refiners. I've been reading up on the topic and there is a lot of loss of pm's when you are not set up with the proper equiptment as well as a safety hazard. Keep in mind that to get a decent return on recovered gold,silver, platinum or whatever it takes a pretty decent size of material. If you have that spare material on hand then it may be worth it to you. But if it's everything you have weigh out what it's worth as is compared to what it may be after its refined. I would also ask some more questions like how much material it's going to take to get x amount of pm's in return. As far as I can tell that's not an easy question for any refiner to answer since an assay has to be done on a test amount. And that assay will only be accurate if it's the same material that is to be refined. If I am off base with what I have stated, hopefully one of the buyers here who deals with the refiners can correct what I have stated. Like I said I only started to research the topic but that is what I believe is the way it goes.
Will just have to see how things go.
