    The advantage of a local promotion company is you can sit across a desk from someone and they can help with the design plus they will usually keep the pattern for a screen print on file so you can get more later that look the same. Some won't charge local businesses a set-up fee.

    There is almost always a setup fee.

    I have had patches, polo & t shirts made for an organisation I am in as well as hats and polo's for my business and have never been charged a set up fee.
