    The first one, look at it this way, if your walking down the road and you pick up a piece of trash and you don't want it so you throw it back on the ground, a cop sees you throw it on the ground but didn't see you pick it up he has a right to write you a ticket for littering or he might just give you a warning. The second one, if you take something that is not yours it is stealing. Not my .02 it's the law.

    Neither one bothers me all that much, but I would definitely ask the recycling people.

    A lot of towns have "swap areas" or "swap rooms" where you can take your good stuff, and pick up other people's rejects. Particularly in New England. Sort of a yankee thrift thing I guess.
