    Hi there! Am unfamiliar with Texas regulations but here in Nevada you would need a solid waste permit to do anything beyond brokering if you're doing it on any big scale and regularly *and* doing any storing of materials. If you're regularly buying and selling by weight you'd also need a registered and calibrated scale and a weighmaster certification. Texas may have specific scrap battery requirements with regards to hazmat. Some states do, some do not.
