    LOL ... the laws are so complicated these days ... everything is illegal !

    Seriously, it all depends on what the laws are where you come from.

    Maybe they could get you for loitering, vagrancy, or trespassing depending on the circumstances ?



    Maybe solicitation if you're wearing a micro mini skirt whilst bending over and looking into said dumpster ?

    Indecent exposure if you're a fat hairy dude wearing a micro mini and a thong whilst bending over and looking into said dumpster ? ( Is is illegal for scrappers to have their junk hangin' out in most places.)
