Rural scrapper
Looks like a briggs motor on that, usually carb problems or rust on the flywheel is why they won't start. If your getting to spark to the plug chances are its the carb. Just got to remove the jet that screws into the side of carb, spray liberal amounts of carb cleaner into the hole and blow it out with a blowgun. Ive bought many old bs motors back from the dead using this method!
