The yard I use most (Behr) photographs all vehicles and plates when you go across the scale. They ask for ID on non-ferrous loads. They never used to ask on ferrous only loads, but I think they are now. They have started offering a frequent customer card that you scan when you drop off. This way they don't need to collect your info each time.
I've also used another local yard a few times that doesn't ask.

I am happy that they ask. I've been on the opposite end of metal theft. I tracked our equipment to the yard that it was taken to. Thanks to their professional practices, we got a conviction against the thieves.
Unfortunately, the world we live in has a lot of dishonest people. The yards have to protect themselves and the people who are victims of scrap theft. Also, the more that yards self regulate, the less the state will have to.
