Wow the comments are a bit much to say the least! But it was mentioned in another thread about littering, if a cop saw you drop something to the ground that you had picked up it would be littering. So if a cop comes around the corner and sees you removing a bike, probably going to stop you. As stated some of these laws need to be changed...
Totally agree some of these laws should be changed.
Not to get off topic, the cop in each above situation is only getting half the story and makes the decision to stop someone based on what was observed. Now he has the right to make a stop and can articulate why the stop was made which is legal. Then it's up to the cop to use some discretion when deciding to write a ticket or not. Hopefully you don't run into an over zealous officer and hopefully the one who is stopped realizes why they were stopped and and keeps the attitude in check. Remember there are three sides to a story...the person stopped, the cop who did the stopping and somewhere in the middle is what actually happened...just my two cents
