Loose material is always going to be less then baled material. Its just the way scrap works. The denser the material the more its worth. Look at it like this 10,000 lbs of shredd is a decent size pile. One 10,000 lb bale of baled scrap steel would be half the size or less. Density is always king in the scrap industry.
