I agree with mrbillbus. If i have to comply with local ordinances so do my neighbors. It pretty much sounds like you know what you are doing wrong by storing all that scrap outside and having to put up a privacy fence to try to hide it. If you store it out of sight in a garage or outbuilding or storage unit it would be better. Processing/storing escrap at a residence in gonna throw up red flags.
