The 5 years or so I was doing a great deal of used computer parts and equipment on Ebay, I found Mexico to be off limits for shipment of these type items, and somewhere got the idea it was due to their thinking we were dumping waste on them, and didn't know as I saw this thread materializing whether that case had changed. Thanks to ARCOA's explanation I now begin to see where it was coming from all along
