You can remove them with a heat gun or a sharp chisel.
BGA chips "Ball Grid Array"
On motherboards these are usually the North and South bridge chips.
If you remove them, you will get substantially less for your motherboards.

Yep, I popped one off out of curiosity one time and most of the little gold fingers stayed on the board anyway so I got a useless piece of plastic and a sore hand for my troubles.
