Are all non-green motherboards considered foreign?

For instance, I have like 100 lbs of goldish Asus motherboards.
    Are these considered foreign?

    Thank you!
For example, Ewasted pays $2.15 for small socket foreign motherboards. I see many people on this very forum reference them as foreign.

Does this mean only red motherboards or all colors but green?
