Both. He purchases the software, provided it comes with the serial numbers that the software needs to run.

He also purchases the stickers. The ones on the PCs that you enter in, when your installing windows.

The serial numbers only work with that version of windows. For instance, you cannot use a windows 7 serial with a windows vista, etc. as I am sure you know.

Then again, I have done this via upgrading on my personal PC.



Also, as you mentioned, these are coming from non-working pc's, so I doubt anyone will care.
