No it is not. It is a colored boards (they come in many colors actually). They are worth no more than a green one (in fact at one time people were paying less for those because it was believed they were a "cheaper" board and didn't have as much PM in them...that was not really true in many cases. Alot of colored boards (especially modern ones) are "enthusiast boards"...meaning they are for gamers, back in the day, overclockers, and people that just like to build custom machines. There are some really high end boards out there. Think of these as the same as the colored video cards...just a different color of plastic. Yes, it looks like a large socket, so will be worth more than small socket boards. Hard to tell, it might be an AMD board.
In any event, pull the battery and the AL heatsink and sent it off. Probably worth a couple of bucks.
