Weird Board Grading Question

can't really tell what color that is, have you tried scratching through it to see what the colors changes are ? Are the heatsinks steel or stainless steel? Might help some if you can determine how old it is, older stuff generally used better materials

I scratched it and it is the same color all the way through, and the heatsinks are steel. It looked like a pretty new modem to me.
