    Usualy people do not mind if they have something out on the sidewalk or curb during trash nightand you take it! However, I do ask the owner BEFORE I remove an article off their property! I will tell you this from expierence, by asking the owner if you may or may not remove something, you may be able to establish a good reputation and they may agree to hold scrap items for you! scrapnscrap.

    You have to remember also that theft from new construction of homes is big. Houses aren't secured properly and locals know when the copper pipes and water meters get installed. For the most part the police can tell who is scrapping and who is stealing.
