I have heard from a couple people to discharge tv's they will open em up and spray water in the case??
I think someone's pulling your leg real hard, you might as well spray water into a light socket, You would not do that ,would you??? WOW!!! Have you ever seen someone throw gas onto a fire and the fire will run back up the gas spray?? Well, high voltage WILL do the same thing but you will not see it coming and if your hands wet, it'll bite you 10X as hard. You will be pushing up daisies.
