I feel for you guys in heavily regulated states. SD used to have annual inspections when I first started driving but in Wild Bill Janklow's 1st term back around 1980, he got the legislature to do away with it and people of the state have never looked back. I don't know what it takes to buy junked vehicles, the state certainly wants a cut out of any economic activity, but I'm sure its not too crazy unless some sort of special interest deal has been made and no one really saw it or cared about it. South Dakota has a messed up honey bee hive locating law. It doesn't matter if you have hives there now but if you've had hives at a specific location at any time during (not sure of the years but its a long time), you get to control the bee "air space" in a 2 mile radius in any direction. If the state finds you guilty of such a violation, they can make you forfeit your honey. So the big guys (and there is a little honey cartel in the state) move their hives around a lot and control large swaths of the state for their own honey production. Personally, I think it would be a great Supreme Court test to see get done, don't know if its ever been challenged in our state supreme court...
