    You can get a licence to drain the Freon from many places, its a EPA section 608 open book test. It costs 24.95 to take. But do know, the EPA offers a $5000 reward for reporting someone who is illegally venting Freon. SO besides for our planet, I suggest it is drained legally for your own sake. Never know what neighbor decided to take photos and make some quick cash. The price of the copper really isnt worth draining it illegally. The reclaiming tools cost alot, but I would suggest charging for the reclaiming during a pick up, or just leave it.

    That an I dont know about your state, But AC theft is common here and when the inspectors come in and request seller information and you cant prove a EPA certified tech removed the freon, talk about some where around $25000 fine...

    I know of some systems that have leaks and require charging them up every year or two. What does your inspectors say in that case?
