While that's very true, those are probably the type of person the customer had bad results/experiences with before. Those who bite off more than they can chew, eg. they can't afford buying or renting trucks or trailers or even repair what they have when something major breaks. Then, they can't deliver on what they've overpromised, such as having everything hauled by a certain date, or hauling "x" number of loads per day.
