Uh, is it legal to scrap grow light fixtures?

If you were in Michigan it would be legal to grow some good ol reefer with that ballast you got.

Out here medical MJ Dispensaries popping up all over. There are SIX within a mile of us and three on one block out on the highway. It's a growing business
