In system recovery options at the bottom you will see the Dell restore

That will work IF the recovery partition is still there and not corrupted. If it's there then you are good to go. If not , and you have a valid license key on the bottom the the laptop ( usually) then you can get the same Win 7 version ( Pro, Home etc) ISO and reload it, then use that license key number on the bottom of the machine- you are then officially licensed , no worries. Anotehr option though rare these days is a DELL Windows 7 system disc. It will only work on a Dell machine though.
